BILLS COULD CHANGE MUSIC SET UP IN US
There are two bills being drafted on Capitol Hill that could have a significant impact on the music industry in the US. Senator Orrin G Hatch of Utah is sponsoring a bill which would give new life to out-of-print recordings by allowing artists to bring them back to market. If it goes through, the bill would mean if labels pass on the right to reissue out-of-print tracks the artist would be given the chance release the work themselves or to make the tracks available online - providing the relevant label gets its fair share of royalties. Hutch told reporters the bill gives "substantial benefits" for artists. "It ought not threaten the major labels' CD sales since these are out-of-print tracks. The benefits could run to the artists, or to all legitimate [online music] services, including the label-owned services." He also plans to incorporate a provision that allows artists to own their domain names if they leave a label. A Recording Industry Association of America spokesperson said, simply, that "this is not an area appropriate for legislation." The major labels will presumably be more supportive of a second bill being sponsored in the House by Representatives by Californias Howard Berman. His bill would legalise measures such as interdiction, file-blocking, and spoofing that can be used to interfere with peer-to-peer services.

WILL SMITH FILES FOR RESTRAINING ORDER
Will Smith and his wife Jada Pinkett-Smith have filed a petition for a restraining order against Mike Cooley, the stars former caretaker. The petition claims Cooley has stalked and harassed the Smiths and their children over the past month "apparently because he is angry that he and his wife [Smiths nanny] were fired and in an attempt to extort money." After firing them, Smith says, the Cooleys had asked for "outrageous and unwarranted sums of money" and threatened to go to the National Enquirer with "embarrassing allegations - all of which are false." Since that demand Mr Cooley has, it is claimed, been seen loitering outside the stars house and the park where the Smiths children play. If granted the injunction would mean Cooley would not be allowed within 150 yards of Smith's home or work and from his children's school or child care facilities.

WHO DEBUT TO BE RERELEASED
The Who's 1965 debut album The Who Sings My Generation, which features the title track and the classic The Kids Are Alright is set for a rerelease in the US at the end of August. It will appear in the form of a 30-track deluxe edition remixed in stereo for the first time and digitally remastered as a double CD with 17 bonus recordings. Amongst those extra tracks will be Pete Townshend's Instant Party Mixture, the full-length version of The Good's Gone, James Brown's I Don't Mind, the acappella version of Garnet Mimms' Anytime You Want Me, and an alternate version of Anyhow, Anywhere, Anyway previously only released on a French EP. No word on a UK release yet.

BASICS READY TO GO INTO REHAB
Leeds club Back to Basics is moving to a new venue next month. The club night has been residing at The Space after its four-year residency at the Mint Club ended last month. But on 3 Aug it will find its proper new home at Rehab. An opening party is planned headlined by Angel Moraes, with Basics residents Ralph Lawson and Paul Woolford also playing. Basics promoter Dave Beer described the new venue to Radio 1: "Its a purpose-built venue designed by ourselves to create just the tonic needed to put the spring back in your step. Every aspect has been taken into consideration for your wellbeing, from the contemporary club surroundings to the main recreation room with it's awesome sound quality. After months of research looking for the ultimate sound system for Rehab, we have found it thanks to our friends at Fabric. Get your head together in the therapy room, our second music room, or relax on a couch in the viewing gallery. We are here to put your club life back on the road to recovery. V2002 GETS SCREENED
The V festival will be televised for the first time this year. ITV2 have just signed a deal to broadcast the event from both its Chelmsford and Staffordshire sites, recording on 17 and 18 Aug and airing the coverage on the evenings of the 18 and 19 Aug. Chemical Brothers and Elvis Costello will be amongst the televised line-up, though there is still no word on whether Travis will be able to play.

OZZYS FORMER BASSIST SPEAKS ABOUT ROYALTY CLAIMS
Ozzy Osbourne's former bass player Bob Daisley has been talking to reporters about his legal battle with the Osbournes over disputed unpaid royalties and songwriting credits on Ozzy's solo albums. Bob claims he wrote all the lyrics, not Ozzy as it is widely believed. Speaking to music website Undercover he said, I wrote pretty much all of his solo tracks really - from the Blizzard of Oz album (the very first one), Diary of a Madman, Bark At The Moon, The Ultimate Sin, and No Rest for the Wicked. The last album I played on was No More Tears but I didn't write anything on that.

KORN RECORD LABELS LOOK FOR ACTS
Korns record label in the US, Elementree Records, have been encouraging fans of the band to submit demo tapes at dates on their The Tour With No Name. A demo submission box has been set up next to the bands merchandising stands and anything submitted will go straight to an Elementree Records A&R Staffer and, if its good, Elementree boss Jonathan Davis. The band hope to bring the submissions box to their European dates next month.

NO MORE BEHR ON SATURDAYS
Dani Behr and Joe Mace, hosts of BBC1s Saturday Show, will be axed when their contract come up for renewal in September. The replacement for Live & Kicking was launched last year to take on ITV1s SM:TV, then by far the most popular of the weekend kids TV shows. Although Behr said her show would be "better, sassier, sexier and more stylish" many critics said Dani was unsuitable for kids TV. "Children like to believe presenters are their pals but Dani came across as too much of a dominatrix. Let's just say she won't be missed," one BBC insider told the Guardian. The Saturday Show has not been a complete failure, it has regained ground over SM:TV and the two shows now perform equally well in the ratings though the departure of Ant & Dec from the ITV show probably had more to do with that than anything done by Behr or Mace. Whether the BBC will now go the pop presenter route SMTV recruited former Steps stars Claire and H as two of its new presenting team remains to be seen.

OFF TO THE BEACH PARTY
With issue 63 in the post the CMU team are off to Brighton this weekend for Fatboys Big Beach Boutique gig tomorrow night where John Digweed and Midfield General will join Norman for one hell of a beach party. If you cant get to Brighton this weekend you can catch the whole affair on E4 from 9.30pm to 11.00pm. Our Scottish correspondents will be doing no such thing, of course, with Oasis, Primal Scream and Basement Jaxx all due on stage at T in the Park on Saturday night. Enjoy.
